In the last ten days of April, a delegation from the State Energy Institute of Turkmenistan paid a working visit to the University of Ruse named after Angel Kanchev in Bulgaria.
The visit took place within the framework of the International Academic Mobility project of the EU Erasmus+ program in order to develop academic cooperation, exchange experience, participate in joint educational and scientific events, and strengthen partnerships between universities in the context of the internationalisation of higher education.
Representatives of the Turkmen Institute took part in a round table meeting, where the prospects for international cooperation were widely discussed. During the dialogue, Vice-Rector of the University of Ruse Galina Ivanova expressed interest in establishing a long-term partnership. The speaker spoke about the experience of her university in implementing the Erasmus+ program and proposed developing cooperation between the parties in this area.
One of the key events of the visit was the participation of the Turkmen delegation in the Third International Scientific and Practical Conference «Digital Transformation of Education - Problems and Solutions», the agenda of which included current issues of introducing digital technologies into the educational process, as well as prospects for the digitalisation of higher education.
The forum heard reports from participants, considered best practices and achievements in the field of integrating the principles of sustainable development into the educational sphere, held discussions and exchange of professional experience between representatives of universities and research centers from different countries.
Gadam Akmyradov, Head of the Department of Languages at the State Energy Institute of Turkmenistan, delivered a report on the topic «The Importance of «Green» Education for a Sustainable Digital Future». The report emphasised the critical role of universities in this process as centers where a new generation of specialists is formed who are able to harmoniously combine digital skills with a responsible attitude to the environment. It was noted that «green» education should become an integral part of all educational programs, including humanitarian disciplines, technical specialties and engineering areas. Particular attention was paid to the integration of environmental topics into language teaching.
A substantive report on the topic «The Role of Modern Information Technologies in the Professional Training of Civil Servants» was presented by Govher Begmyradova, Director of the Scientific and Educational Centre «IT-Nurly Shohle» at the State Energy Institute of Turkmenistan. It was emphasised that in the context of the rapid development of digital technologies and the transition to electronic public administration, the format of personnel training is changing significantly. It was noted that modern civil servants should not only have basic digital skills, but also be able to effectively use information systems in their work, make decisions based on analytical data and ensure the security of state resources.
Govher Begmyradova also spoke about the activities of the «IT-Nurly Shohle» centre, which actively introduces modern educational platforms and technologies into the educational process, conducts specialised trainings and seminars for government agencies, and develops training modules using interactive and distance formats.
During the forum, the participants jointly discussed best practices in the field of digital transformation of the public administration system, as well as approaches to the formation of a digital culture among employees of government agencies. The possibilities of expanding academic mobility and joint scientific research were considered.
The visit of representatives from Turkmenistan to one of the largest universities in Bulgaria largely contributed to strengthening international ties in the scientific and educational spheres and became another step towards integrating national education into the global academic space, reflecting our country's desire for an open dialogue and mutually beneficial cooperation.
